The triumph of the Carnation Revolution in Portugal in 1974 opened a new political cycle, in which representative democracies spread throughout the world. This trend has been broken in recent years by the questioning of the current model of democracy, the disorder of the international system, economic crises, the role of new social actors and new forms of protest, all accompanied by a profound cultural crisis. In the last year, an unexpected circumstance aggravates the situation, the appearance and extension of the COVID 19 pandemic. All of which leads us to conclude that we are at the gates of a new world, which has shaken the forms of governance that existed in the last fifty years.
