Since 1956, francoist government signed numerous social security agreements with europeans states. At first, the objective was to make firm the diplomatic relations with these states. Soon, these agreements were used to impel emigration, sending labour hand unemployed, potentially contestatory to francoism. Thus, the regime conected the social policy with foreign policy. In the agreements studied, equality between national and migrant workers in terms of protection was ensured, at least formally. In theory, and after the economic draft of 1959, two million Spanish emigrants would have benefited from such protection.
