The democratization process of Democracy
The political transition in the Andalusian municipalities (1977-1983)

We analyze the process of democratization in Andalusia (Spain) from 1977 to 1983, focusing on social equality rights. First we make a clear distinction between formal democracy and substantive democracy. Secondly we show the socioeconomic context. Thirdly we describe the social mobilization and political learning process developed by several social actors in rural Andalusia. Fourth we analyze two cases of study: Osuna (Sevilla) and Montefrío (Granada) to show how it was achieved equal access to public goods and services after forty years of deprivation and exclusion. Finally we suggest some tentative conclusions.
